US Customs and Border Patrol Seeking new Canines from Small Business

Federal Contracting Assistance Available for US Federal Contractor Registration

US Customs and Border Patrol (CBP) issued a solicitation for small businesses who can provide nine detector canines to their location in Front Royal, Virginia. They are only taking quotes from small businesses. The last day a small business can submit a quote is March 21, 2018. For assistance meeting this deadline with proper registrations and a strong offer, small businesses may use third-party government registration firm, US Federal Contractor Registration (USFCR).

The requirements to fulfill the CBP's canine needs are found on the federal business opportunity solicitation which can be located on the Advanced Procurement Portal from USFCR. Businesses will see on the solicitation that the contractor is responsible for arranging shipment of the dogs by an April 20, 2018 deadline. CBP will determine if the dogs are suitable within fifteen-days of receipt. If a dog is found to be unacceptable for their needs, the contractor will have thirty-days to furnish a replacement.

Suitable canines for the CBP display a variety of behavioral and physical traits. The dogs must be Labrador retriever, Golden Retriever, German Shepard or Belgian Malinois. Other working, herding or sporting breeds will only be considered with approval. Canines can be male or female, but must be between one and three years old, of a healthy body weight (16 – 25% body fat), in excellent health, social around people, confident and driven. They must be delivered with health certification from a veterinarian, current vaccinations, x-rays, proof of lineage (if applicable) and leather or nylon collars with name-tag displaying name and procurement number. Dogs must display stable (non-aggressive, sure-footed) behavior. They should recover quickly from a startle and act without fear around closely-fired gun-shots. Dogs will be comfortable in tight places and pursue/stay focused on objects without distraction while presented with food, water, lack of handler, under physical stress and through difficult sight conditions.

This brief summary of requirements must be supplemented with a full-read of the actual solicitation. Further questions can be directed in writing to contracting officer Thomas J. The deadline to submit questions regarding the solicitation is March 19, 2018; however, businesses should get started making sure they are registered properly to submit offers to the government. Contracting officers will be unable to assist with specific contractor requirements such as registration in the System for Award Management (SAM).

SAM is the mandatory registration that all federal contractors must complete before making offers to perform any work for the government. This system can be tricky to handle, especially when trying to meet a deadline and put a quote together.
